Their website wasn't very clear (and the typos didn't help), but I finally found some explanations on their Level IV: https://inside.safariland.com/education/holster-retention/. Halfway down the page you can click a tab and watch videos on their different levels.
They say it's even more secure than most duty or patrol needs, and is designed for the corrections officers. I don't think I've ever seen more than their Level III anywhere.
