The uniden bearcat series is always my go to. Especially the Uniden BCD436HP. But with so many public safety being P25 and encrypted it's not really worth the $400.

A lot of handheld radios like the TH-D75A will listeonin on a huge range of frequencies, and you can use it to talk as well.

Also, a small sdr receiver is only 30 bux. Plug it into a computer or smart phone and hear just about anything RF! The size of a dime.

This is a NOOELEC NANO3 rtl-sdr plugged into my phone. IMG_20230817_010852.jpg

There are also several internet sites that allow you to listen to public safety frequencies. Most of the LVMPD patrol channels are available depending on the website.

Broadcastify. IPhone app. Pay the annual fee for uninterrupted service. Works great.
