I've accepted plenty of offers only to have the buyer disappear off the face of the earth. It isn't sold until funds are transfered, but technically there could be a verbal contract formed between two parties if they both agree to the terms. When one party turns around and says "it is sold, but only if X and Y doesn't happen first", they've essentially created their own offer, and it is up to the buyer to agree or walk away. That's why Glocksterpaulie makes a great point (especially since the seller has just advertised that they're willing to take less than their asking price).
