As a cattle rancher, I don't agree with this at all, all my range and my family's ranges are fenced.
It makes a lot more sense when we go way back in time. The ranching land was there and the rancher and his cows were just fine. Then, the state says: "We are going to put a road right through the middle of your land."
Rancher replies, "That's fine, I guess, but you're paying for the fence."
State: "Uh, in that case, we'll do this thing we're gonna call "open range" so the people on the road are responsible, and not you or us."
Now, a century later, most of these roads got fenced eventually, and that's the new normal, especially with more and more cars at faster and faster speeds, but the principle is the same.
